You're right. I wasn't thinking and should have gone with my first path.

(4=2)r8c8-(28=3)r8c17 Now the 3 causes 7 in r9c9 and the 23 causes 7 in r9c7.

I had a hunch before I came to the site that my error would be pointed out.
