This puzzle was in the "Mild" Section. I am NOT finding it at all "mild"! How would YOU classify it?

This puzzle can be solved with singles only. You do not need pencilmarks.

Ruud is right; it can be solved w/o pms. But it IS quite a tease.
With pms I suspect it would be easy. So how to classify it?
Clue: Do all the 1s first, and then the 6s
