Occasionally the "pattern overlay method" is useful: in this case all 4 possible patterns for 9 pass through r2c3, therefore r2c3=9; lclste

Agree. Without the goal of a one stepper, no doubt the sensible solution is the 2 consecutive skyscrapers of 9. Alternatively, after the first, there is a sashimi Xwing of 9s at r3c25, r5c246.

How about an "Almost Coloring" on digit 9, with blue cells marked B, green cells marked G and the Almost cell marked A.
Coloring cells are r2c36,r3c5,r4c35 with Almost digit 9r8c3.

Coloring 9: Br4c5 => Gr3c5 => Br2c6 => Gr2c3 => Br4c3 which results in r2c6,r4c35<>9
