That's clearly harder than your previous puzzles.
No obvious surface sums to simplify it.
But it can still be solved without T&E.
It requires whips[15]

My DFS solver for that puzzle found 12 fixed cells, and solved with 24 snapshots.

Fixed cells are those solve directly (values implied directly from sums/intersections).

Snapshots are DFS iterations, ie T&E recursions.
