You can give r3c3 for full rotational symmetry, this is just the minimal version


Has something like this been done before? (I was aware previously of a puzzle with 7 options for the central cell, and I've made a (rather inelegant) thermo with the 9-in-1 property, but as far as I know this is the first example for the full 9-in-1 classic.)

Very interesting. I note that for 5r5c6 the puzzle has rotational symmetry for the values of the givens (r3c3 is missing, but is always 1).

The concept of "mutable" digits had been developed some time ago in this thread.
Mauricio had found the first puzzle with a 9-mutable cell here.

I should add that there is a very pretty one-stepper with the 4/6 versions:
