Hodoku and SudokuWiki both used 18 moves (on default settings), so my p&p solving beat them only barely (by 3 or 2 moves, depending on if my step 12 is accepted as one step or not).

PS. I'm too lazy to type the chains (written on paper) unless someone's actually interested.
