Does anyone know whether there is a file of the 49,000+ 17-clue puzzles in minlex form, and, if so, where?

Not quite: it has 1505 "minlexing" errors
Maybe it was produced using GSF's "sudoku" tool ?

Right. I remember that the minlex pattern of Patterns Game 16 is incorrect.
