Different Original Puzzles

So, given the growing number of newspapers that are now running Pappocom Puzzles I wonder how d0 you ensure that the puzzle that appears in each newspaper in each country is different and original?

In theory, could a puzzle that appears in the London Times be exactly the same one that appears in the Melbourne Tribune (or whatever?)?

How do you generate so many original puzzles, all at once - without getting dizzy - and ensuring that they are not repeated?

Some newspapers do share the same puzzles, but only if (a) the newspapers are from the same stable, or (b) they are in entirely different geographical parts of the world.
